What that changes here
Redoing a complete slope in Brussels is first of all a paperwork job: a planning permit as soon as the appearance changes, a road occupation permit for the scaffold, and in a jointly owned block a vote at the general meeting. On the roof itself the slopes are narrow and steep, and the junction against the neighbouring facade counts for more than the open field of the roof.
Evere was built mainly after the war: housing estates from the 1950s and 1960s, social housing and apartment blocks with large flat roofs. The building stock is younger than elsewhere in Brussels, but the first generation of bitumen felt laid on those flat roofs is now reaching the end of its life.
